This report is the result of a consultative study carried out in 2011 to identify measures that contribute to efficiency in the procurement of major infrastructure projects.

The report is in two volumes. This volume (Volume 1) identifies efficiency benchmarks for best practice procurement of major infrastructure. It gives an overview of procurement objectives and benchmarks and provides recommendations to improve performance in procurement.
