Making Reform Happen: Using incentives to drive a new era of infrastructure reform is the sixth paper in Infrastructure Australia's Reform Series.
The paper builds on the Australian Infrastructure Plan, calling on the Australian Government to implement a new incentive-based funding approach to drive nationally significant infrastructure reform: Infrastructure Reform Incentives.
The paper includes independent modelling commissioned by Infrastructure Australia that shows the potential economy-wide impacts on GDP and taxation revenue of five indicative reforms that are well suited to an incentive-based funding approach:
- Introducing road user charging.
- Reforming the urban water sector.
- Reforming the electricity market.
- Reforming land tax.
- Franchising public transport services.
