In 2013, Infrastructure Australia assessed the Leach Highway Fremantle Upgrade initiative as ‘Threshold’.

The project involves the creation of a four-lane divided road for freight vehicles to and from the Port of Fremantle (with capacity for ultimate expansion to six lanes) while retaining the current High Street as a local access road. Infrastructure Australia recommended the development of a detailed business case.
