The business case is for upgrading existing signalling and control systems on the Perth rail network to an integrated high-capacity signalling system, enabling more trains and improved reliability.

The business case was accepted for Infrastructure Australia's evaluation on 13 June 2019.

On 7 April 2020, the METRONET: High Capacity Signalling Project was added to the Infrastructure Priority List as a Priority Project.
