The business case is for a western bypass of Parkes, as part of a Newell Highway upgrade program. It aims to enable access for high productivity vehicles, improve freight efficiency and reduce congestion and safety risks in the Parkes town centre.

The business case was accepted for Infrastructure Australia's evaluation on 20 March 2020.

On 3 September 2020, Parkes Bypass Project was added to the Infrastructure Priority List as a Priority Project.
