Ernst & Young: The economic contribution of Sydney's toll roads to NSW and Australia

Publication Date
01 July 2008

This report by Ernst & Young, commissioned by Transurban Limited, makes an independent evaluation of the net benefits arising from Sydney's network of nine toll roads.

The report claims that, while economic evaluations have been completed in the past for each individual toll road, they have been undertaken on an individual basis over different time periods using different variables and approaches. To date, the overall net benefits arising from this network of toll roads have not been considered. This report seeks to consider these issues and complete an updated economic evaluation.

In forming its conclusions, the report draws on inquiries into and discussions with management of the toll road entities and a range of public and private sector organisations and publicly available information. It discusses approaches to assessing the benefits and costs, the valuation of direct benefits and costs, the valuation of the network, the economy wide-benefits and costs and the socio-economic impacts on Sydney.

The report presents a range of key findings and recommendations. It also identifies several issues that it recommends for further examination and investment.
