The objective of the study was to identify practical solutions for improving the existing arrangements for road governance in Australia with the aim of enhancing freight productivity.
The report identifies a number of issues in the current local road network and provides a framework for addressing the issues that were identified. The framework is based upon a multi-level planning process involving all three levels of government.
The report describes the principles on which the framework is based and gives a high-level overview and more detailed description of each of the individual elements of the framework.
