This report by National Infrastructure Coordinator was prepared to advise the Minister for Infrastructure and Transport on private financing options for upgrading the M5 East motorway and developing a new F3–M2 link in Sydney.

The report identifies national objectives against which potential projects and funding models can be assessed. Project options are then identified and assessed against those national objectives, taking into account a set of specific problems identified in the report. Funding options are then examined. Finally, issues that affect the ability to take projects to the market as quickly as possible are considered. The report then presents a series of overall conclusions and recommendations.
